This manual incorporates the National Incident Management System methodology and aligns Air Force Emergency Management planning and response with the National Response Framework as directed by Homeland Security Presidential Directive-5. This publication applies to all Regular Air Force, Air Force Reserve, and Air National Guard of the United States, Department of the Air Force civilian personnel, and contractors, if included in the applicable contract, tasked with the responsibility for emergency and incident management.
